Friends of Animals provides discount certificates for spaying and neutering. They'll send you an order form and a directory of participating veterinarians nationwide. You pay Friends of Animals for a certificate which you then take to the vet.

Tehama County Animal Care Center in Red Bluff on occasion issues spay neuter certificates or holds spay neuter clinics. The next clinic may be in Jan 2016. Stay in touch with PETS or the Shelter for updates.:
The center is at 1830 Walnut St. in Red Bluff. Hours are 8 a.m. to noon and 1-5 p.m. Monday through Friday and 10 a.m. to noon and 1-5 p.m. Saturday. Local Feral Cat Spay/Neuter Information

Feral cats are required to receive a $7 rabies vaccination. Surgery costs are $30 for female cats and $15 for male cats and include
anesthesia, spay/neuter surgery, ear tipping, testing, ands preventative treatments. There is no additional charge for an in-heat or pregnant female. A limited number of live traps are available with a $30 refundable deposit. You must make an appointment by calling (530) 384-1700. You must agree to
ear tipping, drop-off between 8-10 am, pick-up between 1-3 pm, and bring your animal in a live animal trap.
Red Bluff Veterinary Clinic (530) 527-1886 445 Luther Rd, Red Bluff, CA 96080 - • Offers feral cat spays/neuters on their Feral Wednesdays- the first Wednesday of every month. Drop-off is from 8AM to 9AM, must be in a live animal trap. Cost is $35 for males, $45 for females, and INCLUDES the rabies
vaccination, along with the spay/neuter procedure and ear tipping.
Haven Humane Feral Cat Clinic
Feral cats may be brought to the clinic in cat traps for health checks and altering Monday through Friday without an appointment. The fee is $35 per cat and includes anesthesia, surgery, Rabies vaccination, and preventative treatments. Add FELV/FIV testing for just $10. Cats may be dropped off at the clinic between 7:30 a.m. and 9:00 a.m. There is a limit of 2 cats per person per day.

Some programs serve only low income people, but most are open to all, regardless of income. Some work only with pet cats, or only feral (untame) cats, but other programs work with both pets and ferals.
